The Construction Industry and the "Project Labor Agreement"
A "Project Labor Agreement" is a form of pre-hire collective bargaining
agreement covering all terms and conditions
of a specific project, ensuring the highest quality and efficiency of
construction at the lowest responsible cost
when utilizing a highly skilled workforce. Over the past ten years, there has
been demonstrated benefit in the use
of Project Labor Agreements on complex construction projects of large scope.
Through the joint and cooperative efforts of management and labor, the
Construction Industry has advanced the
concept of the Project Labor Agreement, . The "PLA" is intended to foster the
goals of:
Expediting the construction process
Ensuring a reliable source of skilled and
experienced labor and a stable force of building and
construction trades to support the project schedule
Avoiding the costly delays of potential strikes,
slowdowns, walkouts, picketing and other
disruptions arising from work disputes and promoting labor harmony and
peace for the duration of the project
Providing comprehensive, efficient and effective
procedures for the settlement of work disputes,
including those relating to trade jurisdiction, and
Maximizing project safety conditions for both workers and the public.
The following is a partial list of projects in which
J. J. Pierson is named Permanent Arbitrator under Project Labor
Agreements which provide for "peaceful, orderly and mutually binding
procedures for resolving labor issues without
labor disruption".

State of New Jersey Executive Order No.1
and the Project Labor Agreement"
On January 17, 2002, James E. McGreevey, Governor
of the State of New Jersey, issued Executive Order No. 1 which
stated, in part:
"On a project-by project basis, a
state department, authority or instrumentality shall include a project
labor agreement in a public works project where it has been determined that
such agreement advances the state's
interests of cost, efficiency, quality, safety, timeliness, skilled labor
force, labor stability and the state's
policy ...."
"Pursuant to this Order, any project
labor agreement:
(a) shall set forth effective,
immediate and mutually binding procedures for resolving
jurisdictional, labor disputes, and grievances arising before the completion
of work;

Settlement of Jurisdictional Disputes in the "Construction Industry",
Washington, D. C.
Named Arbitrator in a national dispute settlement
procedure established by the National and International Unions
affiliated with the Building and Construction Trades Department of AFL-CIO to
settle jurisdictional disputes, job
progress cases (work stoppages) and claims in changes of original assignment
on major construction projects
throughout the United States.
